This register only relates to Development Applications referred to the Council, not those determined by Council Officers.
The register also includes details of any political disclosures made in relation to the development applications submitted to Council, except for declarations made by Councillors, where these disclosures are registered with the Electoral Commission NSW.

Our Interim CEO is responsible for organisation and community strategy, city and regional advocacy, leadership, culture and performance.
He also ensures the efficient and effective operations of the Executive Leadership Team, which comprises our two Deputy CEOs, and is the interface between the organisation and the elected Council.
Our Infrastructure, Planning & Environment Directorate focuses on maintaining and improving our special and unique city and its surrounds.
The groups within this directorate take care of our place as well as ensure that we grow and develop the city in a planned, balanced and sustainable way.
We invest in and build infrastructure to meet everyone’s needs, and we provide and maintain quality facilities and services that rival, and even surpass those in larger cities. We are also responsible for preserving our stunning natural environment across our many and varied landscapes.
Our Business, Growth & Community Directorate focuses on providing more opportunities for our people, our place and progressing the city.
The groups within this directorate will empower our people, city and region to strive for more and to champion the significance of Albury as a national destination for life, work, culture, sport, entertainment, business and investment.
We build relationships and promote engaging and actionable dialogue with our community and our partners. We ensure good governance and we facilitate a highly engaged, satisfied and well-informed workforce.
Our Service Model has been designed to ensure we are a contemporary organisation that is future focused and well positioned to deliver on our shared Council and community vision.

The results of the 2024 NSW Local Government elections for AlburyCity were declared on 30 September 2024.
Kevin was born and bred in the Border region and has lived in Albury, Wangaratta and Corryong. He has four adult children Emily, Hannah, Willson and Lucy. Kevin is a former Victoria Police officer of 41 years, during which time he focused on specialised interests in helping families and young people – passions he has carried over into his career as a councillor.
He was elected to council in 2012 and stood down in 2021, after 7 terms as Mayor. He was recently re-elected at the 2024 election. During his absence from council Kevin spent time in contract Engagement roles with the National Emergency Management, Agency, New South Wales SES and the Murray Darling Basin Authority.
During his previous tenure on council, Kevin played a leading role in developing closer and more productive ties with communities across the region. He was central in developing the Two Cities One Community partnership with Wodonga Council and he is dedicated to improving the social and economic fabric of regional cities and towns. To this end he is a passionate supporter of a Greenfield Hospital development for Albury Wodonga and is also a strong advocate for better health outcomes for our city.
He was the Chair of the Riverina and Murray Joint Organisation (5 years), Deputy Chair of Regional Cities New South Wales (2 years) and the Chair of the ‘Evocities’ platform (5 years).
A keen sportsman in his youth, Kevin retains a strong interest in developing sporting and recreational opportunities for the local community, and our young people. He is also an enthusiastic supporter of the arts and culture in Albury-Wodonga, which he believes should be promoted nationally as a destination of choice.
Jessica Kellahan is a dedicated leader with a deep commitment to her community. With extensive experience as a high school teacher, she has consistently championed the power of education and the importance of giving youth a voice. Her passion for public service extends into her role as Deputy Mayor, where she advocates for key issues such as local healthcare, mental health services, public safety, and economic development.
Jessica is also focused on managing population growth, improving infrastructure, supporting climate initiatives, and enhancing liveability through arts, culture, and community sports facilities. Her leadership reflects a strong commitment to building an inclusive and thriving community in Albury.
Looking towards Albury's future in 2050, Jess aims to foster high-quality living environments, ample public spaces, effective transportation systems, diverse employment opportunities and responsible decision making that will make Albury a nationally significant, leading regional city.
Jessica is committed to making decisions based on community consultation, ensuring every voice is heard.
Stuart was born and raised in Albury. He is a Director of Baker Motors, a fourth generation family business which was established by his grandfather in 1946.
This is Stuart’s second term on Council having served Albury City as a Councillor from 1999 until 2008. He held the position of Mayor during the final year of that term.
The Winter Solstice event held annually in Albury’s QE2 Square on 21 June was founded by Stuart and his wife Annette.
His passion is mental health, and he wholeheartedly supports both climate and recreational initiatives that improve the health and wellbeing of the community.
Stuart is chairperson of the Albury Wodonga Headspace Consortium, and on the board of Australians for Mental Health.
As a nurse and union president at Albury Hospital, Geoff understands the city’s healthcare and housing needs firsthand. Geoff is a strong advocate for affordable housing, expanded childcare, and a greenfield hospital site. He is passionate about the impact of city planning, environmental protection, community sport and recreation and companion animals on wellbeing.
As a keen cyclist, he is passionate about increasing uptake of active transport in our city to reduce overreliance on cars. Geoff champions responsible development, ensuring Albury’s growth respects local ecosystems and enhances livability. Guided by a commitment to long-term community interests over short-term developer profits, he works to make Albury a thriving, inclusive place for all residents.
Geoff lives in central Albury with his partner Amanda, his two dogs, two cats and 3 chickens.
Cr Glachan grew up in Albury, attended local schools and worked in the family newsagency before moving away for university.
Alice has worked in Japan, served as an Officer in the Royal Australian Navy and worked as an Academic Registrar in the UK.
Alice and her husband Nicholas moved home from the UK with their two small sons in 2001. They owned and operated a 7 day a week small business 2007 to 2019.
More recently Alice has had a number of roles in the not for profit and charity sector. Alice was elected to Council in 2004 and served as Deputy Mayor in 2008, and Mayor 2009 - 2012.
Kylie became AlburyCity’s fourth female Mayor in 2022 when she was elected as a first time councillor, serving as Mayor for two terms.
During this time Kylie was also elected Chair of Regional Capitals Australia. The alliance of regional city mayors advocates to Federal Government, voicing the social and economic issues vital to their combined regional communities.
In 2024 Kylie was also elected Deputy Chair of the Riverina and Murray Joint Organisation (RAMJO) on behalf of 11 regional councils, passionate about representing their communities as a collective force to state government.
Kylie has been a long-serving motorsports reporter for Network Ten and Supercars Media, is a local radio breakfast co-host, runs her own communications business, regularly emcee’s charity, community and business events, and has a personal interest in supporting women in leadership, business, sport and media.
Kylie was re-elected as councillor in September 2024.
Cr Cameron grew up in Albury, attending Aquinas Christian Brothers College (now Xavier High) before joining the Army Reserve in 1982. He was a soldier in the regular army from 1984 to 1990.
A diverse career has seen him work locally as a postman, at Albury Base Hospital and Uncle Ben’s. In 1995 he was the first ALP endorsed candidate to be elected to Albury Council.
However work commitments took him to Narromine where he was employed with the Australian Workers Union before becoming Government Relations Manager for NSW Farmers. During his time he strongly advocated for key legislation regarding native vegetation and natural resources.
He remains actively involved in the ALP, having contested two state elections and loves Albury for its perfect balance between liveability and size. He was re-elected to Council in 2012.
Born and raised in Albury, Raissa returned to the region with a deep passion for the community that shaped her. As a community lawyer, Raissa has dedicated her career to advocating for disadvantaged people and communities, particularly in the areas of family violence and civil law, to ensure timely access to services and justice.
Raissa believes in the power of community and that every voice, regardless of background or circumstance, matters. With experience in law and conflict management, Raissa brings a unique set of skills to Council where she is dedicated to working alongside our community to build a strong future - one that we can all be proud of.
Cr Phillip Bullivant is an Albury business owner who has a close relationship and daily engagement with his community.
Phil has previously had experience in daily operations with two multinationals as a leader of trade-based teams. He has a detailed understanding of business, across the range from large to small.
He has been active with local sporting clubs at a board level, as well as a coach and regular mentoring of young people. Phil has led by example in supporting fundraising for the Cancer Council.
He has a passion for better outcomes for the community through mutually respectful relationships and broad engagement.

Council Committees support Council in carrying out its functions by providing focused consideration of key strategic and governance matters. At AlburyCity, Council has two committees: the Infrastructure, Planning & Environment (IP & E) Committee and the Business, Growth & Community (BG & C) Committee. These committees operate within the framework of the Local Government Act 1993 and Council’s Code of Meeting Practice, and are established to consider reports, facilitate informed discussion and make recommendations to Council. Final decisions remain the responsibility of Council at formal Council meetings

The AlburyCity Code of Meeting Practice sets out the rules and procedures that govern how Council meetings are conducted. Its purpose is to ensure meetings are run in a transparent, orderly and fair manner, supporting effective decision‑making and public confidence in Council governance. The Code covers matters such as the conduct of meetings, roles and responsibilities of the Mayor, Councillors and staff, meeting procedures, public participation, motions, voting and standards of behaviour. It is adopted in accordance with the Local Government Act 1993 and applies to all Council and Committee meetings and public forums.
Members of the public have the opportunity to address the Council prior to Council meetings and Committee meetings. Note that for Council meetings the forum may be held on a separate day. See Public notices | AlburyCity for information on meeting and forum dates.
The forum allows for verbal submissions/presentations from community members on items of business to be considered at the meeting. Conditions are outlined in AlburyCity's Code of Meeting Practice and Statement of Business Ethics.
To apply to make a presentation at a public forum, please complete our Application to present to Council (Public or Community Forum) Online Form. Applications must be received by 12pm on the day of the forum at which you wish to present.
Statement of Business Ethics
5.1 Unauthorised communications and lobbying:
Community Forums will be held as scheduled in order to provide the community with an opportunity to address councillors on items of significant community interest. Details regarding Community Forums are outlined in AlburyCity's Code of Meeting Practice.
There are occasions when Council needs to discuss items of a confidential nature. The reason for confidentiality is included in the agenda and summarised prior to discussion.
Under the Local Government Act 1993, if the Council moves into “closed” session, due to confidentiality, all members of the gallery including media must leave the Chamber.
Under clause 14.9 of the Code of Meeting Practice, members of the public can make a submission in writing outlining the reasons why they believe the meeting should remain open to the public and not closed.
Members of the public are invited to attend council and committee meetings but must adhere to the established rules as outlined in our Code of Meeting Practice. This code is based on the Model Code of Meeting Practice for Local Councils in NSW from the Office of Local Government.
The matters to be considered at the meeting are itemised on the Agenda and usually have an officer’s attached report which summarises the issues concerned, draws a conclusion and makes a recommendation.
Our Councillors are the elected members of the Council who debate issues and make decisions. Council Officers provide information about matters in the agenda to the Councillors and, after meetings, ensure that decisions are actioned.
All Council meetings, Committees of Council meetings and Public Forums are livestreamed and recorded and will be made publicly available on Councils Website via their You Tube Channel. Recordings will be available on council's website for at least 12 months after the meeting or for the balance of the council's term, whichever is the longer period.
AlburyCity accepts no liability for any defamatory, discriminatory or offensive remarks or gestures that are made during the course of the Council or Committee Meeting.
Any personal and health information voluntarily disclosed by any person at Council meetings may be broadcast to the public and made available to the public for later viewing.
If any person attending a meeting does not agree to being livestreamed, they can choose to leave the meeting. By attending a meeting, you consent to the possibility that your image and any statements made may be broadcast to the public.
Parts of the meeting that have been closed to the public are recorded for administration purposes but not live-streamed.
Recordings to be made publicly available on council's website for at least 12 months after the meeting or for the balance of the council's term, whichever is the longer period.
The Public gallery is at the rear of the Council Chamber. It can seat up to 62 people and there is also space for wheelchairs as well as access ramps. There is a designated area for Media and Council Officers. A hearing loop is available on the right hand side of the Chamber for the hearing impaired.
The business papers are available on the week prior to the meeting and can also be collected from the back of the gallery prior to the start of the meeting.
Council meetings are regarded as a public gathering. Therefore, any person making a remark or acting in a way which is offensive, defamatory or discriminatory should consider the legal implications before doing so. While in the gallery, we ask that you observe the following:
The Chairperson may expel you from the meeting for disorderly conduct, or have you removed by the police if necessary.
All Council meetings are broadcast live via the internet. By attending a meeting you consent to the possibility that your image and any statements made may be broadcast to the public.
