Temporary Vehicle Access to a Park or Reserve Application

GENERAL CONDITIONS

  1. A fully completed application form must be received at least 10 working days prior to desired access.
  2. Following consideration of the application, written permission for access may be issued listing any special conditions.
  3. Keys issued to applicants MUST be returned to Council on the first business day following the proposed finish date.
  4. Extension to the Temporary Access permit dates cannot be guaranteed to applicants should work dates go over. The applicant is required to contact AlburyCity to discuss extension of dates prior to the ‘anticipated finish date’.
  5. Breaching any of these permit conditions may result in this permit being revoked and access padlocks being removed.
  6. Breaching these conditions may result in compliance action.

AlburyCity does not approve applications for permanent access.

CONDITIONS OF ACCESS

  1. Access will be limited to a maximum of 14 days and up to two (2) times in a 12-month period. Excluding extensions as approved by AlburyCity.
  2. Inspections of the site prior to and at the completion of temporary access usage will be made by AlburyCity. Any repairs or restoration identified will be the responsibility of the permit holder. Required repairs and restoration works will be as directed by AlburyCity.
  3. There is to be no damage to, or removal of any vegetation.
  4. There is to be no access other than on the designated tracks – except as approved by AlburyCity. There will be no access during wet weather.
  5. No works are to be carried out on public land.
  6. There is to be no stockpiling or parking on public land other than for dropping off and loading of materials. No rubbish or building waste are to be stored on public land.
  7. Vehicle traffic on public land is to be limited to walking pace only.
  8. Fire and access trails must not be blocked, or access restricted at any time.
  9. This permit only extends to the days the applicant has formally requested through Council (as per above details).
  10. Construction machinery is limited to 7.00am to 6.00pm - Monday to Friday & 8.00am to 1.00pm - Saturdays. All other works must comply with noise restrictions and should be limited to 7.00am to 8.00pm - Monday to Friday & 8.00am to 8.00pm weekends & public holidays.
  11. There is to be no access on Total Fire Ban days. Temp access locks will be removed on these days to ensure access is clear for emergency services.
  12. Vehicles are limited to the following maximum dimensions:
    1. Length – 8500mm
    2. Width – 2800mm (inc 400mm for mirrors)
    3. Height – 4000mm (inc 600m for aerials)
    4. Approach Angle – 35 degrees
    5. Departure Angle – 30 degrees
    6. Distance between axles – 4700mm
    7. Turning circle – wall to wall – 22m diameter
    8. Weight – 15,000kg
    9. Minimum ground clearance – 310mm
  13. No personal locks are to be applied to AlburyCity access gates. Any unpermitted lock will be removed and destroyed.
  14. The gates/bollards and locks must remain closed and always locked to prevent unauthorised access The permit holder will be held responsible for all access to the location during the agreed period.
  15. An approved permit should be carried at all usage times by the permit holder and be available on request by council officers.
  16. Additional administration fees may apply for any extension to this permit.
  17. Applicants are responsible for the inspection and cleaning of all vehicles suspected of carrying weed seed before entering bushland.
  18. Any breaches of these terms may result in compliance actions and may be added to the applicants record and impact future development and/or temporary access applications.
  19. Other special conditions may be applied dependant on specific site conditions. This will be determined by Council Officers

FEES AND CHARGES

The below fees and charges are relevant to the 2025-2026 financial year.

Temporary Vehicle Access Administration Fees (if approved)

  • Non-Significant Environmental Area or access with no impact - $47.50
  • Significant Environmental Area or access with high impact - $91.50
  • Refundable deposit must be paid prior to picking up a key following approval - $50.00
  • On the return of the key the deposit will be refunded via EFT.

Works Bond (if approved)

  • A $357 bond may be required for major works or works are deemed likely to impact sensitive environmental values to ensure that areas are appropriately remediated.
  • AlburyCity will determine if a bond is applicable following consultation with the applicant.
  • Major works include pool installations, construction works, major earthworks, landscaping.
